The State and Federal components purchase supplies, equipment, services and construction.
Purchases under $2,500.00 are made using the Government Purchase Card. The GPC is a VISA card; it is clearly marked to show the individual's name, that the card is for official US Government use only and that purchases are tax exempt. Cardholders usually aren't purchasing specialists; they're mechanics, maintenance workers, clerks, etc.; however, the Contracting Offices manage and oversee the credit card programs. We often suggest possible sources to cardholders.
Purchases over $2,500.00 are made by purchasing and contracting specialists. With the exception of construction projects, workers in these two offices use simplified acquisition procedures for most purchases; the dollar value for most transactions range from $2,500.00 to $100,000.00.
A business must be registered in the Central Contractor Registration program to be eligible for any award. For information on CCR see the web site (www.ccr.gov)
Most purchases are competed; most are reserved exclusively for small business or in support of socio-economic programs. For information on these programs, consult the Small Business Administration (www.sba.gov)
We encourage companies to learn how to do business with the Government and to compete for awards. Most states in New England have Procurement Technical Assistance Centers (PTACs), non-profit organizations intended to help. We often coordinate with the Maine PTAC (www.maineptac.org)
